Audit Committee
The purpose of the Audit Committee is to provide independent assurance of the adequacy of the risk management framework and the associated control environment, independent scrutiny of the authority’s financial and non-financial performance to the extent that it affects the authority’s exposure to risk and weakens the control environment, and to oversee the financial reporting process.

Cabinet
Decisions about the day to day running of council services are taken by the Cabinet within the framework of the Council’s Constitution, budget and plans approved by the Council. The Cabinet advises Cabinet Members and the full Council on major items of policy and exercises overall control of financial affairs and budgeting.

The External Relations Panel is one of three Cabinet Panels. Responsibilities:- Lobbying for resources , inward investment, bidding for events/fundraising, partnership issues including: Local Strategic Partnership, Consortium, European Liaison, Regeneration Zone, Receiving minutes from external bodies, grant funding - voluntary and other bodies

Cabinet (Performance Management) Panel
The Performance Management Panel considers all aspects of the Council's performance management. The Council's Performance Management Framework, preparation of the Best Value performance plan, development and monitoring of the programme of Best Value and improvement reviews, examination of the outcomes of individual reviews and to respond to any corporate issues arising

Cabinet (Resources) Panel
The Resources Panel is one of three Cabinet Panels. Financial Issues, 'Accountable Body' role, Legal issues including prosecutions, Human resources issues including staffing structures and terms and conditions, Operational issues, `Green' decision reporting

Children and Young People Scrutiny Panel
The provision of all Local Authority services for children and young people including education and learning, social care, special needs, play and leisure provision.

Corporate Parenting Panel
All Elected Members are responsible for the care of children in care i.e. "corporate parenting". The Corporate Parenting Panel meets on a regular basis to consider matters which affect looked after children. This includes satisfying themselves that arrangements for the investigation of concerns about safety and welfare of children in the care of the Local Authority are satisfactory. Members of the Panel also undertake regular visits to the various establishments and take the opportunity to speak to staff and residents.

Council
In Wolverhampton all 60 elected Councillors meet regularly (every 6 weeks) as the Full Council to make decisions on a variety of issues.

Equalities Project Board
To support and promote the Council's work on equalities, in particular working with other Members and Managers to assist the Council to achieve Level 3 of the Equality Standard: supporting the Member Champion; identifying examples of good practice; working with partner agencies and promoting the Council's work on equalities at a regional and national level wherever possible.

Health Scrutiny Panel
To undertake scrutiny of, inter alia, the Wolverhampton City Primary Care Trust and the Wolverhampton Royal Hospitals NHS Trust in accordance with the provisions of the Health and Social Care Act 2001.

Investment Advisory Sub-Committee
To advise on the establishing of policies in relation to investment management including the appointment and approval of terms of reference of independent advisers to the West Midlands Metropolitan Authorities Pension fund, to monitor investment activity and the performance of the fund, to oversee the administrative and investment management functions of the pension fund.

Licensing Committee
Discharges the functions of the Council in relation to a wide range of licenses, including Hackney Carriages and Private Hire Vehicles, Regulated Entertainment, Cinemas and Theatres, Street and House to House Collections, Pet Shops, Amusement Machines etc. The Committee is also responsible for environmental protection matters such as control of pollution, contaminated land, noise nuisance and control of dangerous substances.

Licensing Sub-Committee
Comprises three Members and has been established to hear and determine contested applications e.g. alcohol and regulated entertainments under the Licensing Act 2003, together with consideration of a range of licences delegated to the full Committee.

Member Development Working Group
The Member Development Working Group will provide a focus for member development within the Council and help formulate, implement, monitor and evaluate Member development, enabling the ongoing review of the Member Development Plan and work towards continuously improving the competency of Council Members.

Petitions Committee
The Petitions Committee will have the following terms of reference: (a) To oversee and review the operation and compliance with the Council's petitioning arrangements and to approve and revise as necessary the Council's Petitioning Protocol. (b) To consider and deal with any petitions or e-petitions submitted to the Council in accordance with approved protocols. (c) To oversee and review the operation and compliance with the Council's arrangements for dealing with Councillor Call for Action and to approve and revise as necessary the Council's Call for Action Protocol. (d) Set objectives for monitoring and evaluating all petitions and Councillor Call for Action requests and where necessary, refer specific issues to the Scrutiny Board. (e) Through appropriate mechanisms to report to the Scrutiny Board on the work of the Committee. (f) The Petitions Committee will refer to Scrutiny Board, for final determination and petition where petitioners have indicated their dissatisfaction with the outcome of the petition. (g) The Petitions Committee may invite petitioners to address it to speak in support of a petition, discuss issues of concern referred to in a petition and/or answer questions. The functions listed above are detailed in the Schedule to which may be added such other specific powers or duties which may be permitted or required to be delegated from time to time by Regulations made under the Local Government Act 2000.

Planning Committee
Developing planning policies for the City. It deals with applications for planning permission, listed building consent, tree preservation orders, advertisement control and planning enforcement matters.

Safer Communities Scrutiny Panel
Working with communities to deal with crime and promote local area working and community cohesion. The development of scrutiny of crime and disorder and community safety issues in accordance with the Police and Justice Act 2006.

Schools Joint Consultative Panel
A group of Councillors and Teacher Association reps who meet quarterly to discuss matters of mutual interest and concern regarding the education service.

Scrutiny Board
The co-ordination of the work of the Scrutiny Panels, Policy Review Groups, Member Champions and Scrutiny Commissions. Scrutiny of the work of the Cabinet.

Special Advisory Group
The Special Advisory Group is a cross-party group of Members which considers and advises the appropriate Council bodies on matters relating to governance and the Constitution. This includes standards of conduct, elections, the timetable of meetings and arrangements for implementing new legislation.

Standards Committee
The Standards Committee ensures that all Councillors achieve the highest standards of conduct in public office. It recommended a code of conduct for Councillors which the full Council has adopted. The Standards Committee acts as a source of advice and guidance and receives and deals with allegations of misconduct against Councillors.

Standards Committee (Review Sub-Committee)
This Sub-Committee has been established to review, upon the request of a person who has made an allegation that a Member of the Authority has failed, or may have failed, to comply with the Authority's Code of Conduct, a decision of the Assessment Sub-Committee that no action be taken in respect of that allegation.

Superannuation Committee
Wolverhampton Council, through its Superannuation Committee, administers the West Midlands Metropolitan Authorities Pension Fund. The Fund provides pension services to over 175,000 current and former employees of the seven district councils situated in the West Midlands and over 180 public sector bodies in the region.

Superannuation Joint Consultative Panel
The Joint Consultative Panel provides employees and their employing Authorities the opportunity to comment through their representatives on matters relating to the administration of the West Midlands Metropolitan Authorities Superannuation Fund, which is administered by Wolverhampton Council through its Superannuation Committee. It also provides a forum for full discussion of the benefits provisions of the Local Government Pension Scheme, as well as other relevant provisions for retirement benefits or compensation.

Sustainable Communities Scrutiny Panel
The delivery of sustainable planning and economic regeneration, strategic housing, co-ordinated planning, highways, transportation and environmental policies.

West Midlands Planning and Transportation Sub-Committee
The Sub Committee co-ordinates and, where appropriate, presents the mutual views of the seven West Midlands District Councils on strategic planning and transportation issues affecting the West Midlands in the preparation, monitoring, implementation and review of spatial strategies and related sub regional strategies for the Metropolitan Area and the region as a whole.

Wolverhampton Schools Admissions Forum
The Schools Admissions Forum has been established to monitor admission arrangements and how well they serve the interests of children and parents within the area of the Local Authority. It was originally established in 2002 under advice from the Department for Education and Skills but became a statutory body in January 2003 under the Provisions of the Education (Admission Forums) (England) Regulations 2002.
